Note that the white cat in his saddle-compartment resembles a Maneki Neko, or a Welcoming Cat/Beckoning Cat.
These cats are considered lucky in Japan and are often found in storefronts and shop windows.
The waving motion the cat does may seem like a goodbye to westerners, but in actually it means 'come closer', hence the name beckoning cat.

Since BfA 8.1 released I've seen this sitting under a tent with the transmogrifier Mystic Birdhat (also on the 大型遠征犛牛) but without the Yak several places in Zandalar and Kul Tiras. Did Blizzard make this into a toy or something?
Edit: I've been standing here a while trying to find it on wowhead beyond being atop the 大型遠征犛牛 with no luck. But, it's not disappeared in over 5 minutes so far.

The "I just came here to find some turnips, I swear!" quote from this guy is a reference to what many male gnomes/halflings say in the Baldur's Gate computer games from the early 2000s.
