One could say that this is the "original" color of the Bloodfist set Bloodfist Plate
Chest: 真銀胸甲
Gloves: 真銀護手
Feet: 盾鎧脛甲 (closest i've found)
Also note that he's wearing some sort of shirt underneath the chest armor.

Finding items that fit with Rall's outfit is HARD. I'll see if I can get together a better list

This quest appears to not be available any more. At least to a L12 Paladin.

The questgiver Duthorian Rall is at on the left mid-way down the cathedral room.

no quest givers visible in this area.
