he does exist. you just have to do the start-up quests first before he becomes visible. he is @ highbank, next to the keep.

A problem i am having however is he has more recipe's to give apparently, but im not sure how you get them. anyone know how? :\

==to add to my above comment. there is no other recipe's he sells. once you do the start up quests you can see him with the blacksmith supplies npc etc.

so to clarify, every recipe you see, is all your getting from him :P

P.S Farm in Uldum, mostly around the edge but make circuits around the high peaks and the odd crevice on the North east-east of the map, in 3 hours of mining i managed to get all the pyrium i need for my BS epics and almost 400 elementium bars.

There are 34 recipes at this time. To get all of them:

10 recipes at 20 Elementium Bar (= 200 Elementium Bar)
15 recipes at 2 Hardened Elementium Bar (= 30 Hardened Elementium Bar)
5 recipes at 5 Pyrium Bar (25 Pyrium Bar)

So, raw materials are 460 Elementium Ore and 50 Pyrite Ore.

ok so to start the quest chain to "open" Highbank you need to start with 调查暮光 in SW do all the quests up to 歡迎來到高岸堡! then you can talk to him (after the canon quest)

The quest line to be able to buy these plans, starts from SW. At lv84, you go to the "hero's call" board in SW(or any major city really) and pick up the quest Hero's call: Twilight Highlands

You do the quest line and end up in twilight highlands, were you can buy the plans. However, the vendor wont appear until you drive the horde from the fort by doing the quest line there. You will know you have done this cause the horde there are dead and the vendors appear.

When facing the entrance of Highbank Keep he is outside to the right. He is standing with the other vendors next to the keeps northern wall to the left of the forge. He's a dwarf holding a blacksmithing hammer (I posted a screenshot of him above).

This is of course only if you have done the introduction quests in Twilight Highlands, as stated by several other people. If you have not he is phased and will not be in this location until you have finished the needed quests.

In order to buy from this NPC, you have to be level 84+ because you won't be able to interact or see this NPC until you have completed the quest Aiming High which is part of a long quest chain as noted below:

1.- Hero's Call: Twilight Highlands!
2.- My Son, the Prince

From here, the real quest chain begins:

1.- Twilight Investigation
2.- The Usual Suspects
Peasant Problems
3.- Unholy Cow
He's Holding Out on Us
4.- Expert Opinion
5.- The Old Barracks
6.- Cataclysm in the Catacombs
7.- A Villain Unmasked
8.- Twilight Shores
9.- Twilight Shores
10.- Welcome to Highbank!

As you arrive to Twilight Highlands you discover that the Horde troops just launched an assault.
Then you are offered the following quests:

1. Burnin' at Both Ends
2. Aiming High

The quest chain continues but Aiming High is the one you need to complete in order for your character to be in the correct phase and see the vendors and NPCs including the Metal Trader and the Gryphon Master.

most, if not all, of these recipes can also be bought from vendors in major cities. The main vendors seem to be

Unless you'll go for transmuting Pyrite, in which case you'll need another 烈性大地x15 and 源質礦x30 (for bars). Each transmute will give you 3 Pyrium bars.
