I found that i could not buy from the innkeeper until i did the quest to get the portal open. Once i had the portal open Lizzy became available to buy from

If you have faction swapped and you don't see her, nor the portal, it's because you need to do the questline again. Take 我的艦隊何在? and continue until you unlock the portal to Orgrimmar.
