It actually isn't as rare as people say it is.

I one night I probably ran it somewhere between 15-20 times and I saw him spawn about.... 4-5 times...
So from MY experience a 1/4 shance of seeing him.

Edit:
You dont have to kill any bosses to see the spawn.
I went in with a 70 and checked for the spawn, if there wasn't one, reset till there was.
If there was I gave leader over to a friend then switched onto the char I wanted the items for.
Friend pwns rare (After I cleared up to rare).. viola.

Seems like he spawns when there is an extraordinary amount of Geomancers with their stone elemental minions.

We ran the first (right) leg of RFK 9 times and only saw this guy spawn one time for us.

saw three rare spawns today, 2 rare spawns in RFK and 1 rare spawn in Gnomer, lucky me XP

this guy dropped the head piece and won the bid...too bad asian server are not so hot in BG...
really hoping that other people who are planning to make a twink get what he or she wants soon

Adding a clip (a bit choppy) to give a surrounding area & as mentioned by previous posters, Earthcaller Halmgar is a random rare that appears after Overlord Ramtusk on the left side after the first bridge.

I ran my friend through RFK, and he got the leather helm, really nice twink helm. Id say hes not that rare, Ive seen him probably 2 out of 8-9ish times

Okay so I started out farming this guy on my balance druid at lvl 21, at the time I was simply having the druid autofollow my lock as he nuked everything in sight over and over till the instance lockout was reached. After a couple lock out cycles I was up to lvl 25 with still no sighting of Earthcaller Halmgar, so I unequipped my heirloom chest and shoulders and continued to run in this fashion till lvl 26 when I changed my strategy.

At this point I had still not seen this guy spawn and was worried about getting too much xp "I know I can turn it off, but I don't like wasting gold". So I began leaving the druid outside and simply zoning the lock in to scout the spawn area with Eye of Kilrogg. With Glyph of Kilrogg you only have to step forward 20 or so yards, or to the corner where the first mob in the instance pats to in order to reach Earthcaller Halmgar' spawn point "which is a platform past the first wooden bridge just beyond Overlord Ramtusks area"

Using the above strategy I saw three spawns of Earthcaller Halmgar in one night, unfortunately he dropped Wind Spirit Staff all three times; though I did get enough xp from those kills to reach lvl 27 on the druid. At which point I started cycling lockout periods between the lock with Eye of Kilrogg and the druid with Prowl.

On the morning of the third day of attempts he dropped Whisperwind Headdress the lock was on a lockout cycle and I as a 27 balance druid with mostly twink gear just waited on the two pat of warriors that patrol up to the bridge to walk away before taking him out. He went down pretty easy I came out of Prowl on the middle of the bridge put both my hots up on myself then opened up on him, after he was down I looted real quick and jumped to a nearby branch adjacent to the bridge and hearthed. win. "his elemental is immume to roots don't waste the mana just burn him"

30 NE druid with mostly WC blues.

I was very lucky to have Halmgar appear the first time I went in. The mob doesn't have a lot of hp, but has a very nasty habit of running all over the place to get in range to cast, thereby bringing in every mob in the vicinity. Glyph of Rake doesn't stop the running around, so, I had to eliminate the mobs first.

I died a couple of times before I figured out what to do. The best approach is to take out the patrol out on the bridge past Halmgar's spot. They run, so some kind of CC or Glyph of Rip for druids is essential. Next, take out the guards at the bridge leading to Halmgar's location, and also a mob further back.

At that point I was able to use Starfire to pull Halmgar's elemental from the bridge leading there, without bringing the other nearby mobs as well. I then moved back to sight-pull Halmgar past the bridge. First, of course, I killed the low hp elemental. Then I had to jockey back and forth so Halmgar wouldn't run into other mobs as she ran around. Staying in cat, I then took her down fairly easily.

She dropped the headdress.

I really hate this guy.
I mean serieusly, I have been spending..... about one whole month doing RFK for the Whisperwind Headdress he drops. I have cancelled exp gain to get the damn thing. Half the time he doesn't show up. One guy in my guild was really nice to help me by using his high level characters to help me get this. With his help I did RFK 20 times some days. We did it so many times that we when we tried to reënter the dungeon it would say: "You have entered too many instances recently". I would have to wait about an hour to be able to enter it again. I still haven't got the damn thing. One time it dropped, and a hunter looted it. When I finally get the thing, I swear to god I will dance on his corpse.
I'm getting the feeling maybe I should forget about the whole thing, this is getting ridiculous.

She can be /targeted from the entrance to Razorfen Kraul. If she isn't there, just zone out, reset and zone in. No need to explore for her.

This is weird. I was after a staff and Atlasloot (and a few more sources and addons) told me it drops from this mob. I ran in and killed a few things and noticed the staff showed up in my bags and was added to my appearances. It actually dropped from Kraulshaper Tukaar. Seems like this rare got removed and got replaced by the Kraulshaper in the revamped Razorfen Kraul.
