I ran around Blackenwall Village avoiding agro-ables and incessantly pressing tab until I came across 'em. Worked very effectively (if I do say so myself) and I finished this quest in about a half hour as a level 37 ShadowPriest.
Just stick close to the village and you should come across enough of them eventually.

I'm having the most luck finding the infiltrators near the trees. I'm rarely finding them out in the open stealthing around, they are usually lurking around the trees.

These mobs can be kinda hard to find, bloody high elves. As a Warlock, use detect lesser invisibility and you should do just find running around the village while you keep pressing tap.

The mistake I had been making was making circles right around the village. Spread out from the village a little more, make bigger circles. There's more of them out there than I first thought.

The high elves of Theramore are one of the few (three?) pockets of surviving non magic addicted elves. It never bothered me before but since I recently started playing a bloodelf I really dislike killing any high elves at all.

Also, when running around, turn off the music and listen for the classic 'fwoosh' sound that tells you something stealthed is nearby. Works great.

finished it in about 20 minutes. i found the majority of mine on both sides of the road, where the pins indicate. they dont seem to move around a lot, so the tabbing is probably the best method to complete this.

I've noticed that they usually are by the various spiders walking around. The trees are also a good place.

This was very annoying quest at first. The mobs are quite spread around and for some reason I had trouble noticing them even when they were "visible". Big hint for feral druids, track humanoids shows them immeaditely when you "see" them, and as such you can run around in kitty form only looking at your mini map. When a yellow dot pops up, it's killing time.

Agree..."run around hitting tab" or /tar Theramore Infiltrator is the best way to complete the quest.

I did this as a lvl 36 hunter. I was rising my pet's lvl and ran in to two of these and decided to do the quest for I had nothing better to do. Unfortunately I couldn't find more than those two Infiltrators, but I just waited them to respawn and it didn't take so long after all. And got my pet rised too.
Does anyone else think it feels weird to meet non-aggressive mobs in midlevels? :D

Edit: Of course now I noticed that I had the Track Hidden- ability...

Hunters could also use the Flare abbility in several tent areas to find them.

Handy Hint: They run pretty quickly when low on health (there are other agressive mobs nearby also), so make sure you snare them during your battle.

Also, it's better if you use the macro

/target Theramore Infiltrator

Since the target macro has a longer range than hitting tab.

I found an easy way to finish this quest. Look at map and find the big island where you see "ENWA" and "AGE" letters of "Brakenwall village". First, run through around the island - you may find Theramore Infiltrators. After that start killing all creatures in island and take all loot from corpses. IMHO Theramore Infiltrators spawn instead of killed (and looted) creatures, especialy there.

Though, I still find the best way to find them is listening for the stealth sound.
Looking for them and tabbing to target them are also good but that means that the mob has to be in front of you, but you will hear the sound wherever the mob is.

Since I'm a strident proponent of High Elves as a playable race, as evidenced by like 4 comments I made already, these guys just add onto my already high (pun intended) levels of saltiness. Blizzard keeps saying, year by year, that "High Elves are Blood Elves, if you want to play High Elves -- join the Horde", but here we have YET ANOTHER example of High Elves still in Alliance, which makes me not take their position seriously, especially because I don't want to play the Horde, I don't like it at all, in fact I hate it -- therefore, I can't be satisfied with Blood Elves.

Theramore Inflitrators and Sentries, Quel'Danil Lodge, Quel'Lithien Lodge, some named NPC's that have been in the game since Vanilla, one of which is a quest giver in Stormwind for God's sake; The Silver Covenant, even WoD had somehow a High Elf flight master on Socrethar's Rise which made NO sense -- all of these examples just add onto my grief that we got Void Elves instead of High Elves. It's just not the same, it wasn't a compromise -- Void Elves were just a way for Blizzard to do their "Light vs Void" shtick with juxtaposition of Void Elves and Lightforged Draenei. Nobody asked for "a new take on High Elves", and the aesthetic and fantasy of Void Elves is mediocre at best -- some people may like it, I don't deny that, but the fact is, it's not a compromise, Blizzard got all they wanted out of them: to add a Void-based race, and to NOT give Alliance specifically High Elves. While people who asked specifically for High Elves on Alliance, preferably with paladin class as well, got none of what they asked. And this is my personal disappointment with Void Elves too -- the fact that they can't be paladins due to their connection to the Void. Even if High Elves wouldn't have paladins from the beginning, they could become them with time. Void Elves can't. That's my problem with them, and why I will never stop fighting for specifically High Elves on Alliance side, no matter how annoying I am or how much of an idiot I appear to be to those who don't share my views.
