The quest A Personal Summons leads to him. To get to him, go up to the area with the zeppelins, flight path, and wind rider trainer. On the nothern side, past the UC/GG Zeppelin tower, there should be an elevator platform that has a bridge on it. Cross the bridge to get to him.

For those of you preparing for Cata by having 25 WOTLK quests to turn in, bind your hearth to the Valley of Spirits inn keeper before logging out in Northrend. After turning in all your quests, use your hearthstone and run due east until the first bridge, then turn south past the Sunwalker Kodo and the Tauren trainers. Go up that ramp and there is an elevator taking you up to the zeppelin area. Directly to the north is the bridge to Farseer Krogar, and directly to your south is the windrider trainer where you can learn Azerothian Flying.

Not sure if anyone has asked this before, but of the 4 operational portals that circle him. There's one to his back-right that has a black thorny-rock figure as it's signature figure head. Does anyone have any idea where that one goes?

killed this guy recently and found out that he doesnt turn around to attack you. he still attacks but doesnt turn at all, made backstabbing him very easy.

You HAVE to be 80 to get his quest 'A Personal Summons' (You just have to be in Orgrimmar and it should popup). When you turn in to this NPC he will then start you on 'The Eye of the Storm'
