This chestpiece is a really rare drop off the Scarlet Champion's (Level 39 or 40 Elites) in the Cathedral part of Scarlet Monastery. And I am not sure but I believe these can be found in the Armory as well, this is the best Tanking Armor through these level's 34-42 until you hit Zul'Farrak lvl 43-50 instance in Tanris.

I tried to make a set for all you Roleplayers out there to look like a Scarlet Champ. However, there's no existing model of those pants that I know of...

I did find a decent replacement, but do note, it shows butt on females.
