He's also part of the Legion Engineering quest 電擊迴路 Short Circuit.

I was so irritated because I had just clicked on him to read his quest text and some troll comes along and knocks him out for the other quest! I got credit for completion, but I never got to read his comments. Found them on another thread:

As an Alliance character without the engineering quest, this is all I get when trying to interact with him:

I was hoping for a drunken story of some sort that would possibly hint at this being the bar mentioned in the 老「海賊」地圖.
