I am unconvinced that this guy is a reference to anything at all. Can't Blizzard give an NPC a name without Wowhead users going "OMG This is totally a reference to ______!" and getting upvoted to precious green words over it? It's just a last name, people. There's nothing else about this guy that could remotely connect him with anything else and could very well just be influenced by some Blizzard employee (or family member) with the same last name who happens to like boats.

When Blizzard makes a reference to something, it's more often than not very obvious to people who are fans of whatever it is that's being referenced. All this guy has is the same last name as an actor on a show that I loved watching back in high school. Yeah, I was a huge fan of Star Trek: Voyager, and the Doctor was indeed my favorite character.

If they truly wanted to connect him with Robert Picardo (or Voyager in general), they would've named him something like Bob Picardo, or more obscurely in relation to the many names he adopted over the series: Robert Schweitzer, or Joe Picardo, and made him bald. If it were a reference to Jean-Luc Picard, as the very first comment here implies, they would've named him Patrick Picard or Jean-Luc Stewart or something, and made him bald.

This guy has long red hair and a beard, and has no flavor text/chat at all (that I've noticed) to imply that he is a reference to anything at all, let alone what all the people above are spewing forth. It is just a name, people. Not everything in the game is a reference to something. Move along.
