She's mostly wearing the Mageweave Regalia set; the Vest, Leggings and Boots are the Black Mageweave items from Tailoring.

The gloves seem to be the Darkbind Fingers (a BoP drop from Maleki in normal lvl 50-ish Stratholme), which are pictured (at least here on Wowhead) as having the gray wristbindings as part of the gloves. If you can't do Strat right now, have a look around in the Tailoring and Leatherworking sections here in Wowhead, there may be something close to it that can be made.

Having difficulty identifying the black-and-white armbands that are above her gloves/wrists. Thought they might have been part of the vest (as some vests and robes have bare shoulders and a short cuff or wrap on the upper arm), but apparently that's not the case with the Black Mageweave Vest. Maybe a world drop/dungeon drop vest or tunic? Quest reward?

And as mentioned in an earlier post, you can pretty much forget trying to get the Tabard she's wearing. :-(
It came from the Wow card game, had to have a boatload of their "UDE points" to get it, and the promo for that expansion of the card game is long over.

Still, the overall effect is..."Intriguing", shall we say. :-)

Despite what the map shows, she is NOT in the Underbelly. She's inside the Tailoring shop, on the second floor.
