One of the NPCs crowding the initial starting Instance of Archeus, the Ebon hold.
The Death Knight staring area is changing consecutively as you progress through it, so you will only see this NPC during the first step of the events. Later on, Archeus' troops move out to fight on the ground so that it will be mostly empty.

When your in the Noxious Glade, you'll occasionally see a pair of these npc's wandering around the outskirts.
At random intervals one will say:
"Ghoul! Come here for a moment!"
A nearby ghoul will run over and pause in front of the npc and he will give it a little "Treat".
"Here, eat this, our enemies shall be delighted."
Followed by the emote "Acherus Necromancer Places a Stick of Dynamite on the ground."
Naturally the ghoul eats it as ordered.
The second Npc will in turn say: "You are such a Devious one! Whatever shall we do with you?"
The First: "Why thank you. I do pride myself on knowing when a little bit of grease beats spending hours of sorcerous study for the same effect."
