In the Legion pre-patch in July, 2016, this vendor was removed. He will likely be back in the upcoming Brewfest event, as he is the turn-in NPC for the Brew of the Month Club application.

He is fairly useless when the Brewfest event is over, Everything he sells requires 啤酒節獎品章, which disappear after the event. Years ago, the tokens persisted for days after the event, and his availability for final purchases was important in that context. I believe that his main function after the event is to allow you to turn in the BotMC application quest after the event ends, if you neglected to do so during the event.

Edit 9/21/2016 - With the start of Brewfest 2016, he is indeed back in his usual spot.

Larkin Thunderbrew must be related to Jarven Thunderbrew. Jarven is the only Thunderbrew in the Thunderbrew Distillery, in Kharanos. I assume that its his brewery. And all the monks thought valkyrie made thunder ale first...

He sells the Heirloom Scabbards for 300 - 500 BREWFEST TOKENS, not for gold. So don't worry that you're getting ripped off by paying gold for the Scabbards at other vendors.
