Mehzen can be found at 38,13. The ramp upwards leading to his platform can be found at 38,10.
And as already pointed out: he's not in the tunnels. Just go up the stairs once you reach Gjalerbron and stick to the right.

For people without coordinates: Mehzen can be found on the second ramp upwards to your right. The first ramp will contain mobs you'll also need for this quest however.

Go into the "village" past the 71 elites, up the slope, then bear right and almost around on yourself. He's outside, upstairs. Took me a while to find, even with these comments - but I'm an idiot. Hope this helps 1 person at least :s

You will find him on the top level not inside but outside like when u go up the stairs and there will be two sides take the right side and he is up there :D

if you know where king ymiron is in the back building you can take a shortcut to get to the necromancer. First, once you leave the back building try and jump on the railing with you mount on the left side. Next, there will be two mobs i believe a rune-caster and a sleep-watcher kill them. Finally, get on the wagon with the 2 cages the jump on the railing of the platform. Then the necromancer should be right there guarded by a bunch of lower necromancers. Watch out for the putrid horror and the deathless watchers.

This NPC can be found at coordinates 39, 13 in Gjalerbron. He located on an upper platform above ground not under. Coordinates for ramp being 38, 11.

His location can also be found right across from the platform in which 冰霜巨龍與它的主人 is done.

He is needed for 死靈主宰梅贊 and after he is killed he drops 梅贊的著作.
