With 310% flight speed, plus the Level 3 Guild Perk, "Mount up" equals a total of 331% flight speed. This makes it super easy to dodge his bolts, plus getting back behind/over him is also easier. I just did this quest earlier today, and got hit multiple times by the bolts and was NOT dismounted. I counted at least 5 times being hit. I found it to be a little lolmode but nonetheless, got it completed! Hope this helps.
