Be careful with this one. Now live, the Seneschal clears the zone of all NPCs in the entire zone (beasts, critters, and battle pets are still around). Not at the Cathedral, mansion, the Worgen player starting town square, out in the foothills, or up at the embattlements by the wall. You can still meet up with other players here, however. The NPCs will be back the next day, according to the Seneschal.

There are two Greymane Seneschals in the zone once you complete the Gilneas reclaimation storyline, one inside the Greymane Manor and one outside of the Cathedral. When spoken to, they'll clear the area (Gilneas City and the Manor, respectively) of all NPCs. It's unclear at the moment how long it takes for the NPCs to return, but it may happen after the daily reset or 24 hours after they disappear.

It's a very nice and thoughtful touch for roleplayers, though a toggle function would be helpful for those (like myself) who accidentally dismissed all NPCs while exploring the reclaimed city for the first time.
