This guy absolutely sucks. Blizzard, in their infinite wisdom, gave him 3 quests that you need for the meta achievement. Rather than cycle through his weekly single offering quest (like a game programmed by normal people would) he randomly picks from the three. This is the 4th week in a row I am waiting for him to offer the one quest I need 'The Sweet Eclipse', and he just keeps alternating between the other two.

If you are attempting to do the meta achievement, try to focus on getting this step of the meta done as fast as possible. I have been waiting a month to get my mount now because of this single NPC refusing to offer one quest.

Chef Dinaire sucks, and whoever at Blizzard programmed him deserves legos in their shoes.
