You can get into Old Hillsbrad foothills so:

fly to Tanaris and go to "Caverns Of Time" (it's south-east of Gadgetzan) when you are there you shall go straight east then you'll come to a cave in there there's a dragon with a quest take that quest WHILE you are DISMOUNTED he will fly you to a little town in the cave... when he stops go to the little boy in front of you and complete the quest.. take the other quest he got, follow the little gnome girl that spawns there, she will complain you something about the instances and other things when you are done there you get a quest called "Hillsbrad" when you got that you shall turn right of the guy and take the first cave out...just keep going until you see a instance go into that and you are in "Old Hillsbrad Foothills" just walk to SS and you can buy your rum! =) Enjoy!

I think the main question we are all wondering is, can you just enter the instance solo (as a level 70 I mean) and waltz down to this guy and buy the stuff, or are there mobs which require a group to kill in the way?

One: Can a level 19 have access to this NPC? For that Stouthammer light has no level requirement but is soulbound (and would rock for low level twink casters).

Two: Any idea which of these beverages cover the taste of blood best? My Undead Warrior has issues..

To get to Barkeep Kelly, you'll need to do the following quest: The Caverns of Time

Prereq. to enter Old Hillsbrad instance
Level required: lv66
Extremely easy: Just follow the NPC around until you get a quest complete message.

If you're looking to buy some delicious Rumsey Rum Black Label to sell, or for your twinks, there's no need to get a group to do it: after you complete The Caverns of Time, you can enter the instance and run down to Barkeep Kelly by yourself.

HERE IS HOW YOU GET RUMSEY RUM BLACK LABEL:

Ok, so first you need to go to Caverns of Time (it's a set of instances for around lvl 66-70 or so) in Tanaris, and talk to that dragon once you're in the cave. He'll give you a free ride down to where everyone is.

Go to the western-most instance (DON'T LISTEN TO THE CRAP ABOUT FORESTS AND SWAMPS). Once you're in there you can run down to the southshore in the instance and buy your rumsey rum from the "innkeeper" inside.

Don't worry about getting jumped by mega-elite mobs, the highest is like lvl 23 (nonelite :).

The rumsey rum is 2s per (20 silver per stack of 10).

May be irrelevant but during the dungeon you are transformed into a human,alliance or horde.And vendors aren't always with the faction their race is sided with.

While you're in the Tavern, I stayed to listen to the conversation of the many around the table. Those around the table are Arcanist Doan, Isillien, Tirion FOrdring, Commander Mograine, Fairbanks, and Abbendis. I recognize all but Isillien, but there they speak of forming The Ashbringer.

I just thought I'd mention for any searching for lore or just to listen to the conversation.

There is some confusing information regarding Barkeep Kelly for MoP but here's the accurate info.

Yes, he was killed sometime during the Cataclysm. If you fly to SouthShore, you'll see it as a ghost town with mob wanderers. There are no NPCs to talk to at all.

You can, however, find him alive and well back in time. Travel thru the Caverns of Time and find the "Escape From Durnholde" instance. Mount up and ride down to SouthShore. Wander into the inn and behind the bar, you'll find the short haired version (pictured) more than happy to sell you drink after drink without cutting you off. Yes, Rumsey Rum Black Label is amongst his inventory.

I went there with my Engineer and empty bags. I filled up my bags, dropped a Moll-E and mailed Rumsey Rum Black Label to my low level PVP toons and banker alt until the Moll-E disappeared. Now, I'm all stocked up and ready to PVP.

For those wondering about the alcohol affect... your screen only slightly blurs but it's barely noticeable. If you're like me and use autorun in BGs, you'll notice slight drifting to one side or another but the affect doesn't last as long as the stamina boost. Either way, you are fully functional and not impaired beyond control.

Rumsey Rum Black Label, in my opinion, is a must for those that refuse to let twinking die (despite the forced of Blizzard against you). When you hit level 10, concentrate on primary stat boosting enchants and pop the Rumsey's every time you die and you'll have more HP than most level 14s and hit much harder. I've seen the affect give from a few hundred extra HP to only around 150 on my level 39 Warrior with 4K HP unbuffed. It goes without saying that the higher your level, the lesser affect it has as the +15 stamina helps less. I stop using it around the level 35 mark when enchants get stronger. One of my guildies saw an increase of 2 HP on his 90 Warrior - he was really hoping to break 500K but it didn't help much.
