Apparently he restocks once in a blue moon, so don't bother flying all the way out there just for him thinking he has all of the listed green stones. Chances are he won't have any of them. :(

The gems he sells for 4g are usually 2-3g on the AH.

Also, the greens with better stats most of the time sell for 1g while the white ones sel for 2.

As of Patch 2.4 he's selling these less often but for less gold.. 1g

This guy does indeed sell uncommon (green) quality gems for 1g each (& less with faction), but if you are lucky he'll have one of the gems for sale, so do not count on getting all the gems you need from this vendor.

This NPC no longer sells any of the uncommon quality gems listed. He only sells the white ones now.

He now stocks limitless gems of (for my Level 20 Twink) +1 stat for 2g per item.
