this guy can spawn in a fewplaces inside the keep not just the basement so you mayneed to search around for him, i found him on a stairwell going out the back of the keep upstairs after killing thule. easiest way to see if he is up is to make a target macro /target snarlmane. and then if you can target him go searching for him.

According to the official World of Warcraft Atlas, this mob is rated as Uncommon rarity with a respawn timer of ~4-6 hours.

It looks like, with Fenris Isle being surrounded by humans and worgen, that sadly this rare doesn't exist anymore :(

It looks like this rare is back. I found it "scared" in the basement (behind the stairs) in Fenris Isle keep, during the Undeads Heritage armor quest.

Killed with both horde and alliance. About 6 attempts before I got it. I logged in about every 1-1.5 hours and it was always there.

If you're farming this guy (or really just looking for him) inside the basement, I would suggest actually walking inside the basement and checking against the wall under the stairs. Since he is basically line of sighting you, he's super easy to miss if you just walk down the stairs, pan across the room, and leave.
