Tamed this today in Toghusuq as shown on the map, dude was just laid next to the fire in the middle of the village.

I wanted this good boy very bad so I had basically camped on and off for about 12 hours without seeing him, but obviously a quick look in as I was flying past was how I eventually found him!
I also cleared the village many times to see if I could get him to spawn, I went from 63 to 64 doing nothing but this, with no joy, so I am going to say he is on a fixed timer of about 8 hours.

So first off, if he's not there without warmode.. Go turn it on and check. I stayed around this place for like 8 hours. A#$%^&, wiping the camp probably 100 times. Killing the striders that you can skin for the scales, luckily i'm a leveling hunter that is skin/LW. I went from about a quarter in 64 to 2 bars into 66. I was doing leather working first crafts and went to Valdrakken a handful of times to train leather working while doing it. All of a sudden I had the bright idea to check in warmode and bam he was there.

So try checking warmode from what I've noticed this expansion and shadowlands, a lot of people are shying away from it, so this may be a good thing to try with other rares.

Any idea where this guy spawns once you do a certain story quest?

As @Galixe has suggested in an earlier reply, since 10.0.5 or 10.0.7 his spawn point has moved from the centre of the encampment.
To be more specific he is at /way #2023 73.8 56.0 per the map above.

Just to confirm again I just tamed him just right outside of the camp more towards the river cords above is more accurate than rare finders.

For people asking, you do not have to do a single quest in this zone for him to be spawned. I went on a fresh hunter from Legion Remix and he was there just sleeping waiting for me. As others have said he is behind the southern hut at the bottom of the mini cliff.
