If you have not started the Ohn'Ahran Plains storyline yet (I am on the first storyline quest - Welcome At Our Fire), she is located at /way 85.7, 25.3. Unfortunately, you are not able to speak with her here to decipher the Maruuk Burial Banner for the Secrets of Azeroth stuff, so I guess you have to do progress on the storyline before you can continue with the Secrets of Azeroth.

Sansok can be found at several locations depending on where you are in the initial campaign. He does not appear in Maruukai until the caravan departs from Timberstep Outpost. After that he appears simultaneously in Maruukai ( 63.3, 41.3) and at several caravan spots once the caravan quest line begns and the caravan starts moving. While the caravan campaign is in progress, he has no quests and just stands in Maruukai or with the caravan. During the caravan he can also be found at the camp spots. A list of locations is below.

I found him at Timberstep Outpost at: 85.7, 25.3, offering the quest 旅程補給品.
After you complete the inital quests at Timberstep and the caravan departs, he can be found at the first camp spot at: 79.5, 31.4
At the second caravan stop, "River Crossing," Sansok is at: 78.0, 38.0
After the caravan arrives in Maruukai, Sansok is only found at: 61.4, 41.5 with new campaign quests.

After caravan arrives and you have the quest to travel into 莫魯凱. Sansok moves down the hill to 61.4, 41.5 where he begins offering new quests such as 蹄萊氏族, 雍伊爾氏族 and 雍伊爾氏族.

For those curious, the translation for the phrases she signs are, in ASL:

"Welcome. I am Sansok, Shikaar Khan of the plains."

"Thank you."
