Upon selecting a campaign, Chromie has a quip:

The Cataclysm - "Who would have thought someone named Deathwing would bring about so much destruction?"
Portal to Outland - "You look quite prepared!"
Fall of the Lich King - "Do not exercise restraint when showing your great power to the Scourge!"
Wilds of Pandaria - "Whatever you do, do not get between a pandaren and their brew. It'll be unbearably painful if you do!"
The Iron Horde - "If a scary orc offers you something to drink, you probably want to say no."
The Legion Invasion - "If you find a powerful weapon, just make sure it isn't corrupted by the Burning Legion or Old Gods, okay?"

WARNING: Chromie Time becomes unavailable after you start the Shadowlands questline, even if you're level 48 or 49. Confirmed by a GM. Opened a ticket on the matter.

Don't do what I do and twink a 49 toon with Shadowlands gear and covenant abilities by turning exp off and completing all the zones. Big waste of time. I wish there was some warning in-game otherwise I would've just twinked outside of the Shadowlands. Looks like I won't be getting those Draenor world pvp titles after all :(

I have found that she is in Mechagon on the weekends. I logged in on Sunday and there she was. i was able to get the personal time displacer.

In case anyone was wondering, Horde can visit Chromie in Stormwind. I did it on a level 40 toon to turn off my Chromietime. I carefully remained flying and came in as far away from the nearby guards as I could, they didn't seem interested in killing me as I was able to safely fly away. I do not know if they would have continued to ignore me if I had gotten closer to them, or landed.

Edit: 2022/12/27 this is may only be true under certain conditions. I went to turn off my exp and there were Darnassian Sentinels stationed near Chromie and they shot me out of the sky. I'm assuming this is because I did the opening quests for Battle for Azeroth. So you may or may not be able to access Chromie in Stormwind on a Horde toon depending on which expansions you've done the opening quests for. I am still able to access Chromie in Stormwind on some of my other level 40+ Horde toons though, which is why I believe it's tied to the opening quest chain of BfA.

Be aware that you cannot start any of the events if you are queued up for a battleground or using the dungeon finder.

To begin the Legion storyline and phase properly to get the starter quest chains, here is your timeless info!

For Alliance: Fastest way to phase 招募員小李 is NOT to do a bunch of old quest chains for other xpacs that take you elsewhere then back. Instead, go straight to 克羅米 at /way 46.3 17.35 and politely ask her to Select a Different Timeline, and select The Legion Invasion. She will then immediately give you the quest 軍臨天下：軍團重返 and you'll be on your way! 招募員小李 is then located at /way 37 43 at Stormwind Harbor.

For Horde: Same principle works for Horde players to unlock the portal in the portal room in Orgrimmar. First find 克羅米 to the left of the Org Embassy. She's tiny and standing behind the bonfire near the tents to the front left of the Embassy doors at /way 41 80 after which you'll receive 軍臨天下：軍團重返 which happens in both Org and main Durotar. You'll meet up with 霍加爾‧雷斧 at /way 46 14 which is in the zone just outside Org's southern gates.

Both sides will be offered the option, "I've heard this tale before... <Skip the Legion introductory quests and begin your Journey in Dalaran", and given the next quest 準備萬全(A) / (H) 準備萬全. Enjoy your journey to New Dalaran in the Broken Isles!

NOTE: For collectors, I'd avoid skipping the intro because there are a few items that are purchasable ONLY during this new phasing of the quest from quest-only "vendors". Once you skip the chain you'll have to re-do the chain on your alts.

NOTE2: For DF S3, some of these starter quests no longer appear on the map or these NPCs are missing. Instead they are sometimes appearing in your Adventure Guide (action bar button on far bottom-right of your screen) under the Suggested Content tab. Other times you'll have to do other minor non-associated quests near the original NPC location to get it to spawn. Also these previously rare items are now found on a new NPC in Stormwind City, a few found in Ogrimmar but not all. Crazy devs. =)

Complete quest The Price of Peace right outside the Stormwind Embassy to be able to turn in The Ancient Scroll quest. Phasing issue.
The Price of Peace is simply to watch a video, You can escape key out of it too.

If you haven't completed the Exile's Reach questline, Chromie will offer you an option to skip all 失蹤的遠征隊 quests up to 協助巨龍群島 before you can opt into timewalking. Doing so will make all related quests count as completed.
