Wanted to share my experience. There seemed to be no indication that he had a long timer or would be a difficult wait. But I checked out Dustbrawl's location a bunch of times over the course of a few hours and nothing. Admittedly I was not camped.

However, as soon as I completed the nearby Worldquest Three Gorm Enter, No one Leaves, Dustbrawl immediately spawned.

This dropped 4 anima tokens worth 5 anima each, aswell as some vendor trash. Despite what some people are claiming (might have been an issue before my kill), killing this rare actually does grant you credit for Adventurer of Ardenweald achievement. A quick note on that: in the achievement, Dustbrawl is listed twice, but you actually have to kill Gormbore to tick off one of them (a simple "text bug"), and correctly Dustbrawl for the other :-) hope this helps.

A lot of the rares in Shadowlands have secret triggers, and there's good reason to believe there's one here as well, namely to kill the normal elementals. Cleared out the area twice for normal elementals, and he spawned.

Now drops anima (confirmed 24.01.21). The "Adventurer of Ardenweald" is bugged twice over; Gormbore is listed as "Dustbrawl" (left column), and the actual Dustbrawl kill (right column) isn't needed for the achievement to pop.

I just killed him, easy fight. He doesn't hit hard.
Dropped 破暮重槌 for me . The weird part is, altough I'm missing like 6 rares for the achievement, I got it somehow after killing him.

Came into the area and my first thought was to kill the Desiccated Dusters.
I had been there for 15 minutes when I read that he had a less than 40 minutes respawn timer.

Kept killing mobs to have something to do, imagining that I had been there 10 minutes after he got killed, and then
waited there myself for 15 minutes...and then putting my stopwatch for another 5 minutes. He spawned 1 minute before I was about to leave.

So if you can wait for him for ca. 25-30 minutes he should spawn. His size is around the same as his friends.
