Spymaster Hul'ach is found at the Ruins of Guo-lai 18.03 37.51 and can be solo killed. You need to kite him every 3 seconds as he drops a circle of electricity on the ground every 3 seconds. After he drops the AOE, hit him for 3 seconds then run away. Rinse and repeat until he dies. You might have to clear the area a bit so you have room to kite.

I'm not sure, but he might spawn only when the zone world quest "Assault: The Warring Clans" is active.

Spymaster Hul'ach spawns at 17,37 in Vale. He appears only during the Warring Clans assault.
