Skin-Me-Own-Coat Dibblefur, the other mystery Free T-Shirt Day NPC, turned up in Booty Bay after the event ended. Since she has the title <T-Shirt Scalper> and sells yesterday's "free" (1 copper) shirts for 500g each, and Ti'shurt's title is <T-Shirt Enthusiast>, my guess is that Ti'shurt is in a faction-neutral place selling the shirts* that the Orgrimmar Entertainer/Stormwind Entertainer were shooting around.Those shirts were just copies of 23 pre-existing, easily acquired shirts. 18 can be purchased in Dalaran (16 from one vendor, even), and 3 more are sold by vendors in each capital city. The only inconvenient ones are the Bold Yellow Shirt and Stylish Black Shirt, sold only by an Alliance NPC in Stormwind. So unless he's a neutral vendor selling those last two, I'm not sure what his purpose would be as a vendor, since convenience isn't really an issue.* - (You could also loot the Free T-Shirt item from the shirts the Entertainers were shooting, but I don't see any reason he would be selling those as it has no permanent effect whatsoever; its buff only lasts 5 days, the <NAME the T-Shirt Enthusiast> title only lasts while you have said buff, the item itself has a 1 day duration, and the hidden chest is a transmog option now anyway.)
