To clarify this for everyone who might look here:

You must complete ALL of the prior, lower level cloth quests in order to continue turning in 20 Runecloth.

I might also add that the lower level quest turn-ins are rather good experience.

That being said, in order to turn in 20 runecloth for 75 Rep per turn in, you must turn in:
60 Wool Cloth
60 Silk Cloth
60 Mageweave Cloth
60 Runecloth

Each 60 pieces of cloth quests (there is 4 of them) will give 350 reputation, for a big total of 1400.
You need to turn in the Wool, Silk and Mageweave quests to get access to the Runecloth quest.
Once you complete the Runecloth quest, you will get access to a repeatable quest to turn in 20 Runecloth for 75 reputation.

No they are not repeatable. Completing wool, silk, and mageweave donations will open up runecloth donations.

Note that you must complete wool, silk, and mageweave donations for each faction before they will allow you to donate runecloth.

In case people are wondering, the 4 initial hand-ins (60 wool, 60 silk, 60 mageweave, 60 runecloth) count towards the Lore Master of the Eastern Kingdoms.

This guy won't be there anymore in Cataclysm. Stormwind tabards will be sold and these work in the same way as the Northrend faction tabard.

This quest/npc has been removed from 4.03a.

This guy is back in the pre-Legion patch. The horde equivalent, 萊斯頓‧法斯雷, is also available and allows you to complete the "Donation of.." cloth quests.
