Following quest 疾風哨站 is to go and build outpost.
Outpost is located in Drustvar (South-east at 66.15 59.52)

This steps unlocks windrider in Drustvar <= map
Now you have to wait for the next Rare follower mission 大自然的呼喚 to pop up
After 3-6 hours you get 哨站升級任務報告：自然的呼喚 quest.
Following quest 巫木魔法 is upgrade outpost quest for this outpost
