Most of the time when you talk to him he'll say...
"A wondrous Winter Veil to you... uh... little (gender). Good children get special, um, discounts at any Smokywood Pastures vendor. Yum."

or

"Yeah, sure, go ahead and tell ol' Greatfather Winter what you'd like for this Winter Veil. Ho ho hurry up." (added in 3.3 for some reason)

There is also the off chance (notably smaller) that when you talk to him he will say...
"No... you cant sit on my lap."

I had a heck of a time finding him. He is at 32.21 65.39 sitting in a chair like you would see at a Santa visit line at a mall. Complete with the polls and red ropes that guide you thru the line!
This is at the back of the Commons, opposite the Hero's call board. It's near the clump of markers in the map above.

Greatfather Winter leaves presents for good children of all levels under the great tree in Ironforge. You can open them beginning at midnight (or shortly thereafter) on December 25. If you can't get there on that day, don't panic. Your gifts will be there for you until the end of Winter Veil.

For those who don't know or visited him few times: there's a ridable sled that fly around the inner circle of Ironforge. Really nice to try ^-^

As I do with World Events... I've made an AddOn, which I uploaded to Curse, and it gives a ton of information about completing this World Event.

If you do care to download then I hope that you found it useful. Players unfamiliar with the layout of opposing capital cities will especially like my BB King information, but I pretty much cover everything too!
