No obvious purpose for him it seems. He is found standing close to the Blue Dragonflight camp where 哈爾琳 gives quests.

You can interact with him confirming he is a member of the 探險者協會 and that he is looking for artefacts in Winterspring;

Being part of the Explorers' League, I've been hunting for artifacts in the area. Winterspring is said to contain very magical items... Most are highly guarded.

Prior to the changes in the region brought by Cataclysm, he was to be found in Starfall Village as a questgiver (see Jaron Stoneshaper <Explorers' League>
)

Interestingly at that time, they added an identical NPC (same appearance, clothes but no pick or offhand) but with a different given name, 戈米爾‧石矛 where he used to be in Starfall Village. he has no dialogue option and no obvious purpose either.

There are some clues that in development Gormir would have been used rather than Jaron but never implemented so they just moved Jaron and replaced him in the village with Gormir.

Originally Jaron gave a quest called 凯斯利尔的怨灵 in which you used an item he provided for the task called 加隆的鎬. At some point for Cataclysm they added another item but this time called 加隆的鎬 which served the same purpose (from the item text) but it was never used in the game as they removed the related quest.

Thus, Jaron was moved closer to Mazthoril to his current location and Gormir took his place in Starfall Village but it ended up that neither had any quest or other purpose in the redesigned Cataclysm content.

At least Jaron got to go seek out those treasures and Gormir looks out across the snowy slopes of Winterspring...
