"Heroic Elite" is a higher quality of loot that drops from Heroic-mode raid boss encounters with an optional difficulty spike similar to either Algalon/Sinestra (optional hard mode-only encounter) or Firefighter/Yogg+0 (mechanic-triggered hard mode).

It is speculated that you must also complete these encounters without any difficulty adjustments enabled (similar to the Dragon Soul "Power of the Aspects" buff) for these items to drop.

Only drops when killing Protector Kaolan last. The mechanic is similar to Ulduar's Iron Council, where the highest item level drops when Steelbreaker is last to be killed.

To all of you affliction warlocks out there who are wondering if the sha-touched staff is better than this and Tornado-Summoning Censer (Heroic), then this post is relevant to your interest. Since we don't really get a very good, clear cut DPS caster weapon this raid tier (haste mastery combo, or hit mastery combo), we have to just make the best with what we have to work with.

MH/OH gives 30 more stamina than the staff.
Staff gives 59 more intellect than the MH/OH unsocketed, and 559 more intellect with the sha touched gem.

-MH/OH gives 47 more critical strike than the staff (Assuming the stat was reforged on MH/OH and the Staff)
-MH/OH gives 534 more spell power than the staff
-MH/OH gives 181 More hit than the staff(If you reforged the critical strike rating to hit rating on Regail's Crackling Dagger, and you reforged the critical strike rating to hit rating on Jin'ya, Orb of the Waterspeaker).
-MH/OH gives 625 more mastery rating than the staff (If you reforged critical strike rating to mastery rating on Tornado-Summoning Censer, and you reforged critical strike rating to mastery rating on Jin'ya, Orb of the Waterspeaker, and gemmed 320 mastery in Regail's Crackling Dagger).
The staff gives 829 more haste than the MH/OH. (If you reforged critical strike rating to haste rating on Regail's Crackling Dagger, and you did not reforge the haste on Jin'ya, Orb of the Waterspeaker).

So, as you can see, by using the MH/OH over the staff we lose haste and Intellect, but see large gains in every other stat useful to us.
The warlock stat priority is Intellect-Hit (up to 15%, although I do not advise reaching 15%, 12-14% is more a better target imo)- Mastery-Haste-crit (which is absolutely worthless, it is strongly recommend that you socket 320 mastery gems in all sockets on gear that his a critical strike socket bonus).

Mastery VS. Intellect.

Int is only SLIGHTLY stronger than mastery is for affliction, therefor, 320 mastery is MUCH stronger than 180 intellect is. This is why you will socket mastery over intellect in all gear that has a bad socket bonus, and in all prismatic sockets.

Haste

There are some specific breakpoints you should strive to achive after your target hit rate has been met, and you have an acceptable amount of mastery. To be exact, the haste breakpoint you want to aim for is 4717. With the 5% haste buff, this haste rating will cause your agony to gain 2 extra ticks, corruption to gain 2 extra ticks, and unstable affliction to gain 1 extra tick. This is a substantial DPS increase. Any haste that causes you to go above 4717 you should reforge to mastery. In my opinion, this haste breakpoint comes with gear. If you can't get to this breakpoint without destroying your mastery rating, and or hit rating, dont reforge for haste. This breakpoint is strongly dependent on your mastery rating, because, a low mastery rating means your dots are weak, and the extra ticks don't mean as much. A good time to shoot for this breakpoint is when your item level is no less than 475-480.

Hit

People cap hit differently, some people cap at 15%, others cap at 12-14%. If your raiding, DO NOT let your hit drop below 12%.

At the end of the day, the stats you get from the MH/OH are stronger than the stats you lose, so, the MH/OH is stronger than the staff.
