If you have a Monk that has completed the initial Legion quests that makes Peak of Serenity completely desolate without any NPCs, there is a fairly simple way to unlock the Monk fist weapons.

Create a Monk on class trial. Race or faction obviously doesn't matter, but you might want to pick a race from the same faction as another character to send gold.
Complete the tutorial. Once you've unlocked 禪定歸宗, use it before leaving the ship. Do not start the scenario.
Since the items require a fair amount of gold for a newly created character, either send money or do some Legion quests to acquire the gold needed. If you have the gold ready, and/or if you only want the handwraps, you can skip the next step.
Use the Stormwind/Orgrimmar portal in Peak of Serenity to automatically start the introductory Legion questline, allowing you to travel to Dalaran. For questing, I suggest going to Azsuna since it's closest to Dalaran.
Under any circumstances, DO NOT accept your class hall quest. This will eventually remove the vendors from Peak of Serenity, making all the effort for nothing.
After acquiring enough gold (make sure you have around 115g to be on the safe side), revisit Peak of Serenity. You can use 禪定歸宗 twice to get back there.
Complete the quests to beat the Monk masters until you've finished 繼續訓練:徐大師 and unlocked all fist weapons from 譚大師.
When you've purchased the fist weapons (ideally both this and the claws (e.g. 虎王的鋒利之爪)), equip them in each hand and transmogrify one with the other in order to bypass the refund timer. This will cost around 18g.
You should now have unlocked the appearances on all characters and the class trial character is safe to delete.

Hopefully this allows more people like me who have a high level Monk to acquire these appearances!

You can now talk to 茲多米 to go back in time before the Legion invasion, meaning the vendors are available without any tricks.
