瑪祖長袍 is one of the blue/rare chest piece items that is dropped from the Pandarian Rare Elites found in the Dread Wastes.
It is one of the many Blue/Rare Chest Pieces that each of them has a chance to drop upon killing them.

Blue/Rare items are most commonly dropped, like 瑪祖長袍. Less often they would drop a 一小包物品 alongside a Blue/Rare. And very rarely they would drop a Epic/Purple item or vanity item unique to each Rare Elite, such as 遠古知識藥劑. All three options may sometimes even occur at once, in which case you are very lucky.

Am I the only one wondering WHY all the common mortal classes have 440 item level drops from dread wastes rares and CASTERS are the only ones who get 450?
