This tabard is currently unavailable (Patch 5.0.4 MoP release patch) but will be available when Mists of Pandaria is released on September 25th, 2012.

When Mists of Pandaria is released, you'll be able to purchase the tabard from 龜大師歐黛 located in the Valley of Honor in the Pandaren camp. You should easily spot her near all of the Dragon Turtle's and the monk trainer.

To gain reputation with this faction, talk to 龜大師歐黛 in Orgrimmar, Valley of Honor. Purchase your and equip. You can then "champion" the faction to gain rep with them!

I've been attempting to grind this today. BC Heroic dungeons do not seem to give rep out of the ones I've tried, but WOTLK Heroic dungeons do. This is even when farming on a level 90 character.

Pit of Saron has plenty of trash before the first boss, and also a chance for a Battered Hilt and Frostweave, so you have the potential so earn some gold while farming there. Easily solo'd from level 85.

Edit: the current MOP Heroic dungeons also give reputation when wearing this tabard.

This does not work with BC heroics like the other horde tabards.

But I've found out that you get rep with this if you do UBRS, so that's nice. Easy and fast rep.

When farming rep in dungeons, I recommend running Heroic Utgarde Pinnacle once daily (for the blue protodrake drop), followed by as many normal runs as necessary to reach exalted.

As a non-human I received 2343 rep per clear (on either normal or heroic difficulty).

For this dungeon, normal gives the same reputation per kill as heroic (with the exception of the gauntlet spawns, which give 1 rep each on heroic and 0 on normal).

The final boss is also quite close to the entrance of the instance, allowing for quick resets. Keep in mind, you can only enter a dungeon 5 times per hour, so you may need to take a short break after your five runs since they are so quick.

this tabard (and all the other Horde faction tabards) will give rep in any 5-man dungeon up to and including Mists of Pandaria normal/heroics, except Burning Crusade dungeons (which were designed before the tabarding system and never updated)

These tabards DO work in most burning crusade dungeons but not in all. They do not work in:
Hellfire Ramparts
Blood Furnace
Slave Pens
Auchenai Crypts
Mana Tombs

If you're aiming to grind rep don't bother with these dungeons.

Just so you know, I put in a ticket regarding the tabard not working in certain dungeons and this is the response I got from the GM. It seems that they do not work in dungeons that already give faction specific reputation gains.

"The city tabards actually have some hidden restrictions. They city tabards won't work in the Burning Crusade dungeons and won't work in the early Wrath of the Lich King dungeons. The tabard will start working again once you start doing the level 80 wrath of the lich king dungeons. "

patch 5.2.0 the Huojin Tabard do give standing in dungons in Hellfire Peninsula aswell as Terokkar Forest

friendly to 5999 on normal.
honored to revered 20999 hc. unsure on whatever you can get it to exalted true tbc hc dungons.

i have not done any test in the other zone instances but i assume its under the same rules with this tabard

This tabard is used to gain reputation with the Horde aligned Pandaren in MoP dungeons on both normal and heroic settings. Gaining reputation with this faction will allow you to buy their turtle mounts. The Alliance counterpart to this item is the 土水外袍.

If anyone is having troubles finding or tracking the Huojin Pandaren rep, it is listed under Classic > Horde since they are the Horde Pandas!
