I'd much rather have a trinket that procs at 35% and eats a large hit for me automatically, GIVING ME EXTRA TIME to activate my own CDs (and my healer too) and survive.

This POS will constantly be on CD from boss autoattacks or random spam, meaning its never gonna be there when you absolutely positively have to survive for 2 more seconds or its a wipe.

BTW -- as a warrior tank I'd MUCH MUCH MUCH rather have the Soulshifter Vortex than this as well

Well, pretty much the BiS trinket for most tanks this tier...

With this trinket and more or less full T13 my paladin tank is sitting at approximately 220k hp fully raid buffed... And I can say from experience that bosses rarely hit me below 50% via normal attacks (but probably due to good healers too)

In most cases, things that brings me below 50% health would be either extremely hard-hitting skills (think psychic drain/impale) or extreme high damage phases (unsleeping combos, zonzozz black phases)

Only in the latter case would this proc be "wasted" per se, as the 50% threshold might be triggered by a small tick of damage.

However on the other extreme, things like psychic drain (which hits for some 150k if I don't pop cooldowns, and that's on normal difficulty) would in fact trigger a MASSIVE shield - combined with Beth's trinket amounts to close to 100k. This can absorb some 3 full hits from the boss before I start taking actual damage - invaluable time for the healers to bring me up.

Ultimately, while I agree the proc threshold is quite high, this is more than compensated for by the sheer amount of damage the shield can potentially absorb...

i want to add that besides the 50% thresold, this trinket has another particularity:
unlike many "35% health" trinkets, it can proc off spells and AoE.

i suppose it could be very interesting for non-dk tanks who would have to soak twilight barrages on warmaster blackhorn, granting something like 80k absorb for another barrage, the onslaught, or the melee adds.

and i would love to see what it can do on baleroc (decimation blade) !
