For the folks like myself who pop in to pickpocket and don't understand why you can't get the decoder ring....you need a quest (證明你的實力) from 戴伏斯塔茲領主 on the bottom floor of the temple. Didn't have low level quests turned on and had to come here to figure out why I couldn't pickpocket the ring to start the chain, ugh. Thanks Whenyourein for your comment clearing this up!

Had the item looted on my horde rogue. Did a faction change and the item disappeared when it completed. Went to Hagara to loot it again and no luck.
