With the nerf of the 4-set holy radiane, i would any day take those over the tier legs.
First of all, haste is a holy paladins mainstat, and with only 5% buff from 4-set, thos legplates actually makes them out BiS, i would only go for the 4-set bonus on like ultraxionm cause it is a slight increase, but continue using those rest of the fight, to get out faster heals than with mastery which still is useless.

Aswell those legs would take us closer to the 5th tick of holy radiance, which if we rach that, will be mad! resulting in an incredible boost for Holy radiance compared to 5% healing increase of it.

Haven't done the maths but i can just imagine.

So yeah, pre-heroic those are pretty much BiS.
