More to consider in the "tanking item" vs. "DPS item" debate:

- This can be upgraded in heroic with a firestone.
- There is a clearly STR DPS itemized ilvl 391 neck that drops from heroic Shannox (STR / STA / Crit / Hit)
- There is no other STR neck that is ilvl 391 or can be upgraded to ilvl 391.
- There are ilvl 391 necks that drop from other heroic bosses for all other roles (INT / SPI for healers, AGI one for AGI DPS ... actually from Rags, so it's even higher ilvl, and a INT DPS one with haste / mastery)

So there exist ilvl 391 amulet drops that are clearly itemized for the other roles, but no clear tank neck available at ilvl 391 ... except the upgraded version of this item.

The logical conclusion to reach is that it's designed to be "the" ilvl 391 option for tanks.
It could potentially be used by DPS, it could be a slight upgrade for DPS over the 365 neck, but this is designed to be a tanking item. Maybe it isn't the best tanking item ever itemized, but it's the only item that can be upgraded to heroic loot level that can possibly even be considered a tanking item, which strongly suggests it's intended usage is for tanks.
