巨龜裹布 seems to have very slightly higher stats than this cape with Rockslab ench: +1 stamina, +1 mastery, +1 dodge. Seeing as most other tanking gear that has mastery, has mostly parry as its other rating on it, you'll want to go for mastery/dodge items in slots such as the cape. That makes the 巨龜裹布 prefered above this one (and it's easier to get, imo).

Ofc, the heroic version of this cape is in fact BiS.

Is this cloak droppable for ALL class specs? The reason I ask is that it states above that is is winnable for Paladin, Warrior, or Death Knight. I know my Frost Mage has been farming for this for ages to no avail.

I believe this match quite good for 無罪風帽 as well as 伊萊克皮革肩甲.
This is at least what you see from the back of your character.. (the view you got 99% of the time).
