I received this item on 29/08/2013, and it was contained in BAKKALZU'S SATCHEL.
Killed Nalarakk five or six times before and all I found was a bag of coins each time.
So I decided to kill Akil'zon and the first time I opened the stachel, to my surprise I found these boots.
So it may be possible to get these boots from any satchel after freeing any scout. Not claiming though.

I think it is important to know for those who seek the amani raiment (recolour) transmog set.

Settle in for the long haul, its as hard to get these things to drop as the stupid shoulders off dakkara. In case anyone is wondering, they drop from your second scout so you only need to do two if this is all you need.

kill Nalorakk -> open the prisoners cage pick up the bag of coins and then go to Akil'zon kill him and then free the prisoner on the left side and he will break open a box and it will be in there (dont know drop rate but got it on my first try.)
