This is part of Blizzard's attempt at remaking old content and also at making levelling much easier so that endgame content can be achieved faster. 12 spelldamage on an item that requires level 23 is a huge boost to levelling.

2.3 also made these pants better'n the Leech Pants for most clothies, when before they were nowhere near as good. I suspect the Leech Pants weren't changed so shadow priests could still get some benefit from Spirit Tap (and the Leeches have a LOT of spirit compared to this).

Stats are now in patch 3.1.2:

+7 Intellect
+6 Spirit
Equip: Increases spell power by 12.

Highest spell power pants and the best "burst heal" pants there are.

These pants are bull!@#$. I've run this boss 14 times and gotten the staff each time. I'm beginning to hate this game...

was originally doing this dungeon to get 水蛭束褲, but im a healer, and these substitute 1 spirit for 1 stamina, so thats almost as good. i ended up getting the 水蛭束褲 as well... so hey, 2 birds, 1 stone, no cup, all good.
