If I am not mistaken, this is BiS non heroic for fire mages.

Our only other alternatives are either
辛納瑞塔斯
or
兇惡鬥士法刃

Incineratus is not ideal due to being haste heavy and having no crit.
Vicious has wasted itemization on resilience (speaking for pve of course.)

There is also a lack of decent staves in raiding right now, which is further exasperated by the clear dominance of 1h+offhand due to the new offhand enchants.

All in all this is a great, easily accessable weapon for raiding fire mages.
