These are the best PvE holy paladin boots for the item level range. Nice if you can get them, but the droprate is fairly low. Your next upgrade would be raids or the Eternal Pathfinders (1650 valor points). Alternatives that don't require a lucky dungeon run are Sussurating Treads of Shok'sharak, which drops off a rare in Vash'jir and can thus be found on the auction house from time to time, and Bloodthirsty Gladiator's Greaves of Meditation (1650 honor points). The BoE boots lack spirit and have mastery--far from a good stat for holy paladins--and the PvP ones have resilience, which you can't reforge to something more useful for PvE, but also have 13 more INT and 8 more SPI than anything else at this ilvl and are thus a decent stopgap until you have the valor points you need if your luck with drops is poor.

Comparison of 346 item level choices

Edit: to the commenter below, please note that I was only considering ilvl 346 items in my comparison, along with the equivalent PvP tier. Even so, the PvP boots are better than the rep boots unless you're prioritizing regen over everything else: Comparison, with gems and reforging. Yes, the rep boots are better itemized than any of the 346 ones. Pretty sad when an item with lower ilvl looks as good as the best available from the next tier.
