I could be wrong about the source, but this belt actually seems to whisper to you. Ever since I put it on I've been hearing faint, evil-sounding whispers (similar to how C'thun used to whisper things like "You will die" while you were in Temple of Ahn'Qiraj). I tried turning the audio up but I still can't quite make out what it's saying.

It's worth noting that in addition to the new socket the model for this has changed. It's now several times larger than before, kind of like a championship belt (so it looks more like the icon). The same kind of model plate belts have been using since mid-Wrath.
