FOR THE HORDE SIDE:
This NPC
sells Cataclysm enchanting recepies for Heavenly Shards, and some for Maelstorm Crystal (from epics). He is found in Dragonmaw Port in Twilight Hihglands.
All these recipies require Elementium Rod, which he also teaches.

and how much dodge it does give, even is its from the beta so we have a idea

It says 600 dodge right on the tooltip at the top of this page. Anyway, I just got this enchant on my weapon and so far I'm bitterly disappointed at the proc rate. Granted, I've only been hitting the dummy for a few minutes now, it has only proc'd twice. I had landslide on my weapon before I got this, and it's uptime was around 60-70% on most fights. I hope to god this procs much more often in a raid setting.... I'll edit my post after raiding with it.
Edit: After my first raid with this enchant, I take back what I said initially. Over about 20 attempts on heroic halfus, it had 50-55% uptime on most of them. Looks good.

For warriors: It does proc off Thunderclap, Shockwave and all our other attacks (Duh!).
It procs of the initial application of Rend, Ticks however don't seem to Trigger it. Which is strange due to rend application doing the same as the tick.
It could be an extremely unlucky proc rate, I tried 100 ticks of rend on 4 Target dummies at the same time by applying it with Blood and Thunder and it only proc'd from the Thunderclap damage, I also tried 50 ticks on 4 Targets without Blood and thunder and nothing.

Looks like a cloud has engulfed your blade. I don't think it's annoying or bright at all.
Small test sample: 3 minutes of attacking the target dummy (used specials whenever rage permitted) and got 9 procs.
Did some AoE testing. Tclap and Shockwave do proc.
No internal CD, i.e. it can refresh. Not sure on exact PPM, but I'm guessing somewhere between 2-3.

Extremely viable tankenchant for any sort of AoE tanking encounters like Halfus heroic as it proccs from every AoE ability (thrash,TC,swipe..)

Anyone tried to DW this enchant, to check if it stacks or just refresh the duration? Could imagine a rogue poping sprint while DWing it as quite a speedster.

I posted this on the thread for the enchant "spell". It may help answer some things about DW and Windwalk. Also, I may contest the "Average of 30% uptime" thing everyone is throwing around. It tends to be less then that (like 17% uptime, auto attack), and far more when duel wielding. This was tested as a SMF warrior.
Fury is very variable, so I had to find some way to make the numbers make some sense. I think they give an idea of how much of an improvement a second windwalker is, but not really the exact numbers. Between flurry and crit streaks, it was hard to test. I did some runs with a full fury rotation, and with and without a second enchant. When testing one enchant, I went down to good old Urtharo in the valley of strength and bought a sword with the same speed as my offhand. This caused a negligible difference in crits (and thus flurry procs, increasing speed). Average speed with my weapons throughout the test was 2.27 (All weapons used were of 2.6 speed, and flurry ended up with around a 50% uptime.)
The tests with a rotation were 6 minutes long. The averages are as follows;
For ONE Windwalk, rotation, 6 minutes;
33.49% Uptime on the Windwalk buff.
Average of 16 procs per test (2.66 Procs Per Minute)
For TWO Windwalks, one main hand one off hand, rotation, 6 minutes;
43.38% Uptime on the Windwalk buff (more on that later)
Average of 28 procs per test (4.66 Procs Per Minute)
Now, looking at the above numbers, your thoughts may be "Whoa wait, what? How is that possible? 2 more PPM, and the buff lasts 10 seconds! How can it be just a 10% uptime increase?". The reason is that there tends to be overlap on the two, separate buffs. While it will proc more often, there were many times where one would proc, then the second would, and when the first expired, the second did soon later. That means it wasn’t really a full proc that got to be used (Move speed buff wise, the dodge stacks.) If it was, say, two seconds after the first that the second procced, then the first ticks 8 seconds, goes away, the second buffs countdown expires two seconds later. Take away from this is that while it DOES boost uptime, going by PPM is very inaccurate. What should be noted, however, is that a moving target such as a player (The move speed is nice in pvp) does not stand still like a target dummy. As such, getting that buff quicker means you can chase after them when they run, as you may not have the time to hit them again and again for the proc!
Still, I wanted to do some auto attack tests. Below are the results, they ended up confirming the above. I did not get the 30% uptime on one enchant and auto attacking however (Which many people have been saying is the average uptime.)
For ONE Windwalk, auto attack, 3 minutes;
17.2% Uptime on the Windwalk buff.
Average of 3.49 procs per test (1.165 Procs Per Minute)
For TWO Windwalks, auto attack, 3 minutes;
30.29% uptime on the Windwalk buff.
Average of 7.8 procs per test (2.6 Procs Per Minute)
This would seem to tell a similar story. Your mileage may vary, but by enchanting both weapons with Windwalk, expect a 10-15% increase in uptime. The big argument for putting it on both would be that it WILL proc far quicker, so you can get some hits, get the buff, chase your foe and try for it again. With one, you may need more time to get a proc, and your opponent may be outrunning you.

I too shall add a few things to this lovely little enchant from a ret pally perspective. First, both Judgement and Hammer of Wrath have a chance to proc this too, which is quite amazing since Pursuit of Justice/Long Arm Of The Law stacks with this. Thus greatly increasing your mobility in general, and turns you into The Flash when Windwalk procs on a LaotL judgement. Yes, we finally get a sprint animation for the damn ability with this enchant. That's reason enough to get it. lol.
Also, I can't confirm this, but when I used Seal of Righteousness, with the Seals of Command talent on a few dummies that were close together, I noticed the proc chance went up drastically. Like, a lot. Perhaps SoR, via Seals of Command talent, counts as another melee attack? Hence the drastic increase in procs? Further testing needs to be done but that would be pretty sweet if true.

The speed buff from this stacks with
Runeblade of Baron Rivendare
for a total of 20% run speed when it procs. on top of my nelf racial of +2% and anything else I have that buffs my speed. If you are getting that weapon for the speed, put that on it as well.

FYI: when creating a WeakAura trigger for the Windwalk weapon enchant, spell ID = 74243
Noted Windwalk proc requires use of a melee ability; so an action tooltip must say “melee” on it to trigger, or else procs may come from melee auto-attacks.
