Interesting enough, it seemed like they reversed the % between dust and essence for weapons and armors.
I intentionally picked armor rewards over weapons in Hyjal and at the end of the spree, I have 35 hypnotic dusts and 61 lesser celestial essences.

The Disenchanted from tab is also showing this trend.

Additional confirmations would be really helpful.

yes,.. i think i have completed like ~75 quest( DE'd all quest items) and I have ended up with like 45 lesser celestial and just 21 dust,.. and u need more dust all enchting :(

And now they've upped the % for dust from deing stuff and lowered it for essence so now you have tons of dust but not enough essence thanks blizz!

New Enchanting materials in Mists of Pandaria:

Lesser Celestial Essence -> Lesser Mysterious Essence
Greater Celestial Essence -> Greater Mysterious Essence

Dear Lesser Celestial Essence,

Please stop not being Hypnotic Dust. After the Cataclysm expansion, there is no reason for you. All the enchants that Greater Celestial Essence -- and to a lesser extent, you -- were needed for, are now obsolete. I ask again: please stop not being Hypnotic Dust. When I disenchant my 10,000th Deathsilk Bracers I can't help but find a pile of you in my bags. You're not needed for any relevant enchants. No recipe outside of Enchanting calls for you, and on my server, I can't even sell you for more than 4 silver each. I ask once more: please stop not being Hypnotic Dust.

To simplify it, I made a quick flow-chart you should follow if you think you should drop for me:

Am I Hypnotic Dust? Yes? Drop.
Am I Hypnotic Dust? No? Do not drop.

If that's not clear enough, I've made a two-step plan.

Step 1. Be Hypnotic Dust.
Step 2. Don't not be Hypnotic Dust.
