The level requirement on here and the crafting box says 80 but it actually is level 79.

i've made 8 of them and all require level 80 to equip. the rare versions (blue) can be equipped one level earlier.
Me thinks, blizz had upped the level req. for the greens to keep this Cata-itemized things away from the 70-79 pvp brackets. "Why the even better itemized rares can be worn by lvl 79'ers ?"-you may ask ... only Blizz can tell.

To add some more de info, I just disenchanted 31 of the green alicite pendants and got 55 hypnotic dust and 9 lesser celestial essences. Each dropped from 1-3 of the two mats.

So now that Cata has been out for a while, these (and the nightstone one) can be a tremendous way to skill up JC if a bunch of miners start dumping the gems. I found a stack of 20 gems for basically 1.5g buyout / gem which meant that making the necklace was about 4.5g and you could vendor them for 5.5g, or sell them. Or sell the enchants to be made by disenchanting them. But basically a gold neutral way of getting an additional 20 pts in JC skill.

The really awesome thing is the blue version requires level 79 instead of 80 so it can be very lucrative selling to the <80 bracket twinkers. A very nice subsidy to the ench mats from the green pendant as a dump for otherwise useless Alicites.

Why the blue has one less level req than the green is anyone's guess.
