Edit; With the wowhead statweighting preset for prot pally, this is number 3 shield ingame atm. Easiest way to get a better shield, would be to get a "kingslayer" to join your 10man normal run, give him lead before you start gunship, set it to heroic and get the Neverending Winter(heroic) from the chest. Gunship is by far the easiest fight to do on heroic. hNW is number 2 shield ingame for prot pallies.

It has 50+ stam and about 300 armor more than other shields (the two stats that matters)

It has no defense , which means the item budget are spent on stam and armor (end game tanks have too much defense).

Actually, Armor is a factor of iLevel and costs no item points, except when it's "bonus" Armor -- such as with the Gauntlets of the Kraken, for example. See how the Armor value is green? That's bonus Armor. Since Wrathful has 6 iLevels on both of the shields you linked, then it automatically has more Armor too.

Therefore, the item budget is invested entirely in the Stamina and the Resilience. The latter's pointless if you're already at 540 Defense or above -- although with the Wrathful, you could technically be uncrittable for raids with a mere 503 Defense(!). The difference with heroic Neverending Winter (which, keep in mind, has an iLevel of 264) socketed with +30 Stamina is:

Wrathful:
178 Armor
21 Stamina
5 BV

Heroic NW:
82 Str
48 Defense Rating
51 Parry Rating
42 Block Rating

Note that the NW socket bonus is +6 Stamina, and is included in the above comparison, thereby closing the gap. Given these stats, and your own aversion to Arenas, Neverending Winter seems like a solid alternative.

Now let's compare Wrathful to the heroic Icecrown Glacial Wall (once again socketed with +30 Stamina):

With 7 more iLevels for the GW, the winner should be obvious.

You can argue that it also has no parry/dodge or block value/rating but endgame tanks really dont' care about those stats.

I wouldn't quite put it that way. Avoidance has been de-valued via Icecrown Radiance and the changes to mobs's attacks speed, but endgame tanks do still care about it. Just not enough to focus on it over Stamina and Armor.

Am I the only one confused as to why people are extensively comparing a PvE shield to a PvP shield? I could see people using PvE shields in PvP, but why would anyone with access to 264+ level gear ever use a PvP shield to raid? The resilience is worthless because at that gear level you should already be def capped. Add that to the fact that it gives no avoidance stats and you're looking at a pretty poor choice for a shield, regardless of high iLevel.

I will be using this on my Paladin tank, now that it is extremely easy to get after 4.0.1.

Is it a PvP shield? Of course. So why use it?

1) Great Stamina. Great Armor. Can't argue with that.
2) I have been using the same shield model for... oh.. all of Wrath? From the discarded plate panel to the door of the citadel, there really haven't been a lot of tanking options. Being a fairly casual/5-man style player, I don't get to see Heroic mode stuff. This shield -looks- awesome. I want something good looking for the couple of months before I replace it with a quest-given green.

As of 4.0.1 and wowhead's current stat weightings for a prot pally, this shield currently weighs in at the #4 shield in the game behind heroic Neverending Winter and both the normal and heroic Icecrown Glacial Wall. It weighs in only very slightly ahead of the Forlorn Barrier (heroic Trial of the Crusader 25m) (Crystal Plated Vanguard if you're on the Alliance side), but well ahead of the normal Neverending Winter. Pre-ICC raiding (25 or 10/25 heroic) this is the best there is for a prot pally.

The story is a lot different for a prot warrior though. By current wowhead stat weights, this ranks a ways ahead of the Splintered Door of the Citadel (normal Halls of Reflection and highest ilvl shield from 5man dungeons), but it's behind all of the ilvl 232 and higher shields from either Ulduar or Trial of the Crusader.

For either classes though, this is currently the best you can grab on your fresh to lvl 80 tank before you even step foot into a 5man heroic dungeon, let alone start raiding. At a measly 70 Honor Points of the new honor system, it's well worth the price. 70 Honor Points translates into roughly 3 lvl 80 heroic 5mans when your faction has control of Wintergrasp, or a single battleground win at lvl 80 (or 5 losses if you're not lucky). This definitely beats trying to farm the shield out of normal Halls of Reflection, where you have a good chance of ending up having to roll against 2 or 3 others against the shield when you finally get it to drop.

Ignore the 1800 Rating it says it requires, this is a display bug now, the shield no longer requires either a battleground or arena rating like it says when you're looking at it on the vendor. These ratings wipe from the item once it's in your inventory after you purchase it from the vendor.

with the low cost of this, add Enchant Shield - Defense and you got yourself a pretty good shield for start tanking your heroics.

PvP items can now be vendored, Shields go for 17g 41g 01g. so thats about 17g per 190 if you want something to burn your honor on.
