This is the second lvl of the Tier 10 gear. It is available from the Tier Vendor inside the ICC raid instance (both 10 and 25 man). It is purchased using the ilvl 251 Robe and a Vanquisher's Mark of Sanctification from 25 man ICC. It is also noteworthy to mention that the second and third Tier 10 gear lvls (ilvl 264 and ilvl 277) can not be purchased without first obtaining the bottom lvl Tier 10 gear. This is because you upgrade the Tier gear as you progress.

Meaning:
Start Bloodmage's Regalia (ilvl 251) ~~> Upgrade #1 Sanctified Bloodmage's Regalia (ilvl 264) ~~> Finish/Upgrade #2 Sanctified Bloodmage's Regalia (ilvl 277)

There is no longer an arguement for people holding onto badges to buy the second lvl (ilvl 264) Tier gear since you must have the first lvl (ilvl 251) first. This should make raid leaders very happy. :)

Mages,隕星逐者衣飾 is actually better than this,because it has 1 yellow socket more.This robe has 8 crit and 9 spell power more than the meteor chaser robe,but a reckless or potent ametrine can surpass this.

It would appear this item is no longer available. The vendors only sell the ilvl 277 version, not the ilvl 264 version. I purchased the Bloodmage Robe and have the Vanquisher's Mark of Sanctification prerequisite but cannot find the ilvl 264 robe for sale anywhere.

So unless you already have the ilvl 264 item the Vanquisher's Mark of Sanctification are essentially useless now.
