This item is by far the best cloak a tank can have.

<The healer can recognise you easily with that bright red colour>

I mean, unless you are blind, stupid or a player of the enemy faction, you cannot miss that furious piece of cloth hanging over the shoulders of the brave one tanking bosses!

For all tanks this cape is a must. (Not for bears, the cape of Dalaran is intended for them either because bears have brown fur always and for the armour value).
